The minutes from the Semi-Annual Meeting at San Diego YC in
June, 2004 were accepted. The
Treasurer’s Report (attached) and Proposed Budget for 2005 (attached) were
discussed and accepted as presented.
Horder
Award
Paul Artof handed out the new yearbook and reported that
they will be distributed soon. Linda Newland will distribute them in the SF Bay
Area to member clubs of member associations.
He then reported that there was a proposed change to the
Garrett Horder Deed of Trust in that clubs would be ineligible to win in
consecutive years. Pat Goodfellow reported that he had spoken with a family
member, Mrs. Horder, in Poulsbo, WA, and she had no issue with the change.
Recruiting
New Members
Commodore Artof suggested that PCYA begin recruiting more associations to become members beginning with associations that have since dropped membership in PCYA.
He suggested that we offer new members an incentive for
joining at $100 for the first year.
Motion passed.
Carr Regatta
The Commodore reported that the Executive Board met at Encinal YC in the SF Bay Area in November and that the Carr Regatta was a focus of discussion. The key problem is that in many recent years, we have lacked enough competitors to put on the race so the Executive Board looked at various solutions but had decided to bring a draft of the agreed upon solution to this meeting for the association’s consideration.
He handed out the proposed revision to the Jesse L. Carr
Deed of Trust. The revision states that the Commodore, at his discretion, may
add additional entrants beyond the two presently allowed from each geographic
area. The additional wording is as follows:
“In the event
that an area does not participate to that level, the PCYA Commodore may, at his /her discretion, select
additional participants from other areas:”
Discussion
followed which included satellite proposals:
1.
If we have a low turnout this year, then take winners from
feeder races in the key geographic areas. (Jerry Wellnitz)
2.
give a trophy to the best qualified in each geographic area.

a local team can sail and represent a team from another area
who cannot

4.
home clubs subsidize their own entrants. (Pat Goodfellow)

6.
choose competitors by offering competing skipper’s resumes
as it makes
boat owners more comfortable in
loaning out their boats. (Marda Phelps)
The motion passed
to accept the change in the Deed of Trust.
2005
Barusch/Castagna Regatta
Commodore Artof reported that Del Rey YC will host the sail
and power regattas this year on June 23, 24 and 25. S/C Marty Livingston,
SMBPF, will put together a committee to coordinate the power regattas. The Carr
Regatta will be sailed on Martin 242’s. The Semi-Annual PCYA meeting will be held
on Sunday morning, June 26.
Vice-Commodore Linda Newland reported that PCYA will begin publishing a newsletter and the first issue will cover our annual meeting and upcoming events. She encouraged member associations to send her their newsletters so current activities may be shared with other associations. The newsletter will initially be published quarterly.
New Business
An issue has arisen where US Sailing is considering a Reorganization Plan that would include a proposal that sailors would not be required to have a yacht club affiliation to sail competitively. The proposal was originally suggested by Olympic sailors. This is seen as a potential threat to the existence of yacht clubs. SCYA and YRUSC have been active in getting more information with Mark Hansen from King Harbor Yacht Club being on a committee to look into this new proposal. Commodore Artof proposes that he, Jerry Lounsbury and Linda Newland look into this proposed Reorganization Plan for US Sailing.
Announcements
IPBA mentioned it is planning their annual Alaska 1000 Predicted Log Race from May 29 to July 3. It begins in the San Juan Islands and goes to Juneau. Information is on their website and other member power associations are welcome to join in. This information will be included in the PCYA Newsletter.
The PCYA Bridge officers will be attending the SCYA Installation Dinner at Del Rey YC this evening. This is one way to have our organization recognized and support our member association.
