Staff Commodore Haluk Akol sent his regrets.
Minutes were approved as submitted and a sign-in
sheet was circulated to update the roster.
Commodore Marda Phelps
reiterated that the regattas were completed in Seattle
with good weather. She
has also written job descriptions for the PCYA flag
officers.

V/C Jerry Wellnitz reported that the winner of the Charles A. Langlais award for 2003 is Haluk Akol, PLRANC, and member of the Berkeley YC. Haluk will receive a keeper plaque for himself and Berkeley YC will be asked to provide the new engraved plaque for the trophy. PCYA will reimburse BYC for the cost. The nominees for the Horder already carry over for two years so those not selected may compete again. A motion was made and carried to do the same for the Langlais nominees. Clubs who have nominees carrying over must still write a letter to the Vice-Commodore requesting consideration for the following year.
V/C Wellnitz has collected $2,800 in donations towards the production costs of the PCYA yearbook. These funds will be part of the general checking account but will be tracked separately. The V/C also mentioned that the Barusch/Castagna and Carr regattas will be held on June 10 through 12 in San Diego and the first planning meeting will be held in a week and a half.
Website
R/C, Paul Artof reported that he is working on the new PCYA website. The new domain name will be pcya.info and the cost is $75 for three years. It will be on the same server as the SCYA website and cost $6/month.
Plans for the website include: links to member organizations, significant regattas and races (possible links to race calendars), promoting our member organizations and possible connection to area associations.
A discussion ensued about putting advertising on the PCYA website.It was decided that rather than PCYA having direct links to commercial
websites, that any regatta links could then have links to their sponsors.
The aim is to make the website more responsive and valuable to our member organizations.
Horder Award
There were five nominations for the Horder Award: Balboa YC, King Harbor YC, California YC. Alamitos Bay YC and Burrard YC. The winner was Balboa YC. Bill Lewis mentioned that the permanent Horder Award is a Currier & Ives painting that hangs on the wall over a sofa in the library at St. Francis YC in San Francisco. Linda Newland will arrange to have the plaque with the new winner’s name, attached to it.
Articles of Association
The R/C handed out an excerpt from the PCYA Articles of Association listing the purposes of our organization along with a list of ideas to contribute towards those original purposes. He asked that everyone look it over and be ready to give input on how to expand our activities in these areas. Discussion ensued around several ideas, most notably, having the website supply all calendars for the association members and to look into creating a charitable foundation that would contribute money towards our member organization’s junior sailors. Also, we should pursue acquiring funding for regional sailing support organizations.
New Fleet Captain
R/C Artof introduced Jerry Martin, Jr. Staff Commodore of SCYA as the first-in-many years PCYA Fleet Captain for 2004. He and Jerry will meet and discuss the “purposes” and how best PCYA can contribute to the larger boating community.
The R/C finished with his preliminary regatta plans for 2005 which include using the Martin 242 fleet for the Jessie Carr regatta and having Joe Castagna work with the Santa Monica Bay Power Fleet in planning the Barusch/Castagna.
Also, he reported that we now have men’s and women’s burgundy ties for sale. The men’s ties have the PCYA burgee, but the women’s cravat style does not.
Secretary/Treasurer’s Report
Sec/Treasurer Bob Good circulated a written treasurer’s report dated November 30, 2003. It indicated a checking account balance of $8,192.05 and $6,813.14 in the Barusch/Castagna term deposit account. An undeposited $170 dues check has not been deposited. Bob reported that we now have $2,800 in the yearbook fund which is $700 more collected since the November 30 treasurer’s report which indicated only $2,100. There are also burgees, crests, ties and pins listed as inventory.
Sec/Treas.Good informed the group that he was stepping down rather than advancing through the chairs at which point a motion was made by Bill Lewis and seconded to show the organization’s appreciation for the good job Bob has done this past year. Motion unanimously passed and so noted.
Old Business
80th
Edition of the Yearbook
Commodore Phelps announced she had met with a printer in Seattle who scanned photos from the previous yearbook very successfully. She is also collection donations and stated the estimate for printing was $5,655; however, she believes it will be closer to $3,500. The photo work would be extra. She posed the question of whether or not we would consider adding advertising to the yearbook to help with the cost of printing.
Motion made by
Bill Lewis and seconded by Dave MacCulloch to use advertising to raise
funds. The motion was then amended to limit the advertising to inside front and
back cover of the yearbook. Motion passed.
Jerry Martin agreed to approach West Marine for advertising
and at least one power and one sail dealer.
Joe Castagna suggested that if finding advertisers
was not successful he would put up a $500 challenge to staff commodores to
match the amount.
Once printed, the Yearbook would be on the website
besides being distributed to yacht clubs and our member organizations.
R/C Paul Artof also will check competitive printing
costs with a member of Del Rey YC who owns a printing firm.
Charitable
Foundation
R/C Paul Artof suggested that we need a charitable foundation (501c3) to make donations tax deductible. He will work with Craig Brown on this idea.
New Business
Press
Releases
R/C Paul Artof will write a press release on the
winners of the awards and the new officers. Bill Lewis will disseminate it to San
Diego area and Paul will cover Los Angeles area. Linda will send it to Latitude
38, and No. California “Log”.

Joe Castagna clarified that since the Sec/Treasurer
Bob Good was not advancing, Joe as the incoming Rear Commodore will not
automatically move up but he will stay this year while the organization is
looking for someone from the Pacific Northwest. Also, the person holding the Fleet Captain’s position does not
automatically move up.
With that clarification in mind, it was moved and
passed to accept the slate of officers as presented.
Joe Castagna announced that he, upon his death, is including money from his trust to be placed in the Barusch/Castagna trophy fund.
